Essentially, these two are the same kind of thing: both belong to embedded systems. At their core, PLCs are ultimately just a transitional product—a rebranded form of proprietary embedded products created by some early automation manufacturers. These companies did several things: they provided platforms and interfaces that allowed engineering personnel (rather than programmers) to do simple programming; they provided standardized digital and analog input/output interfaces; they provided communication protocols and interfaces for connecting with other equipment; and they carried out extensive testing for industrial environments.

Through this work, PLCs became a highly value-added type of specialized microcontroller. Their advantages—being easy to learn and use, and being stable in industrial environments—also created a huge market for them. However, for users, these same characteristics can limit the improvement and long-term development of their technical skills, because people may become accustomed to and confined within the simplified PLC model.

By comparison, microcontrollers are somewhat harder to get started with, but their development potential is virtually unlimited. Therefore, I would not recommend deliberately focusing on learning PLCs alone. If you are already familiar with microcontrollers and programming, then understanding PLCs will be very easy.
