Rotational speed refers to traditional mechanical hard drives. For SSDs, there is no such thing as 7200 RPM or 5400 RPM. Mechanical hard drives, like optical discs, need to spin at high speed to read and write data. SSDs, on the other hand, work more like memory or USB flash drives, so they do not have a rotational speed parameter.

If you plan to do graphic design work, it's best to have a dedicated graphics card. In terms of cost-performance, I would personally recommend Acer. I recently bought one, and it's been quite good. ASUS is also a good option.
