This is not an easy question to answer. Technically, I think it should be possible, although under current conditions it is unlikely that anyone would develop a full VB programming environment for Android. At the very least, without the Windows system libraries, VB programs cannot really be debugged or run.

However, it could be done in another way. For example, you could enable dynamic DNS on a computer, turn on Remote Desktop, and install a Remote Desktop client on your Android phone. That would let you access the remote computer, including the corresponding Visual Studio development environment, and do VB development that way.

That said, this is only a technical possibility. In practice, I would first not recommend continuing to use VB, which is already close to being obsolete. If necessary, you could use C# instead. Second, I would not recommend programming on an Android phone through Remote Desktop or any other method. That would almost feel like a joke.

Of course, if your motivation is the positive idea of being able to develop anytime and anywhere, that attitude is still worth recognizing and appreciating. In that case, you might consider buying a second-hand laptop if your budget is limited, or a very small pocket-sized laptop if portability is your main concern.
